This incident has been resolved. All AWS services are back up and running and all Moodle sites hosted in the affected regions are operational again.

Update
For most sites, service has been restored. However, there are still some that have not recovered yet. We are continuing to investigate these individual sites and work on restoring service.

There is an issue with many web servers on AWS us-east infrastructure. We are working to restore Moodle site responsiveness ASAP.
